"Designed Maps" is a must have a for a GIS library. Although the book is published by ESRI Press (it features several tips specific to ArcMap), I found it useful for understanding the specifics of cartographic representation on pretty much any by: 9.

This book provides a portfolio of example maps organized by intended use (reference, navigation, etc.). The author also provides one or two paragraphs of text to accompany each map -- describing the map's characteristics and what make it a good example for cartographers/5.
